Section 2 — Scope & Limitations
Signal Reports is a monitoring and analysis publication. It is not an operational intelligence service and does not represent, act on behalf of, or maintain affiliation with any government, military, intelligence agency, or private organization.

Reports published on this site represent the independent analytical assessments of the operator and constitute opinion and analysis, not statements of verified fact.
Technical details including frequencies, bands, collection methods, and operational parameters are intentionally withheld from all publications. This applies universally and without exception.
Not all reports constitute predictive assessments. The majority of content is observational in nature, recording detected signal activity at the time of observation. The operator makes no guarantee that any given report will correspond to a subsequent geopolitical event.
Some assessments incorporate analysis from sources beyond direct signal collection. The operator does not disclose sourcing methodology. The verified track record of timestamped, publicly archived assessments stands as the basis for evaluating reliability.
Section 4 — Geopolitical Neutrality
Signal Reports applies uniform analytical standards to all actors regardless of nationality, alignment, or political status. No third party may direct, influence, or restrict the scope of coverage.
Section 5 — Legal Basis for Operations
All content published by Signal Reports is derived from:
- Publicly receivable radio transmissions accessible under applicable open-source monitoring frameworks.
- Openly available tracking and telemetry data.

No private communications are intercepted, reproduced, or distributed. No classified material is handled or disclosed. Operations are conducted in accordance with applicable law.
The operator accepts no legal liability for the use, misuse, or redistribution of content by third parties.
Section 6 — Attribution & Intellectual Property
All analysis, maps, reports, and original content published on Signal Reports are the intellectual property of the operator.
Any use of Signal Reports content in research, publications, media, or other outlets requires explicit attribution to Signal Reports (signalreports.org). Removal, obscuring, or modification of watermarks or attribution constitutes a violation of these terms.
Section 7 — Misrepresentation
Signal Reports reserves the right to decline engagement with any query assessed as designed to extract statements intended to be taken out of context, falsely attributed, or weaponized in a misleading narrative.
